IAQ Policy – Where Are We Now? What Can We Learn? What Needs to Change? +
Q&A
Indoor air quality (IAQ) is central to public health, housing quality, and building performance—yet standards and policies remain fragmented across ventilation, pollutant exposure, and landlord responsibilities. Drawing on UK and global insights, this panel explores current progress, critical regulatory gaps, and how latest health research can inform actionable policy and deliver healthier homes.

10:25 – 10:30 BREAK (5mins)

10:30 – 11:00 Speed Networking (30Mins)

11:00 – 11:05 BREAK

11:05 – 13:00 Theme 1: Round Tables (1hr 55Mins) (rotating every ~40mns)

A. England & Wales Residential IAQ
What policies, regulations, and guidance currently govern residential indoor air
quality in England and Wales? Where has progress been made, what gaps or
inconsistencies remain, and what opportunities exist to strengthen policy, regulatory
expectations, and implementation? 273

B. IAQ Policy & Standards SWOT
What are the strengths, weaknesses, opportunities, and threats affecting existing
and emerging residential IAQ standards and assessment frameworks? How can
greater alignment, consistency, and practical adoption be achieved without
unnecessarily duplicating existing initiatives?

C. From Research to Action
How can academic research and health evidence be translated into effective policy,
technical standards, professional guidance, and practical implementation? What
knowledge, evidence, and collaborative approaches are needed to support
policymakers, housing providers, building professionals, and other stakeholders?

13:00 – 13:45 LUNCH

Theme 2 | ACT-Now: IAQ Sustainability & Preparedness

13:50 – 14:50 Theme 2: Panel (60mins)

ACT-NOW – IAQ Sustainability & Future Readiness Across the Built Environment +
Q&A
Poor indoor air quality presents significant challenges for public health, housing quality,
building performance, and environmental sustainability. With growing regulatory expectations
and increasing recognition of the health and economic consequences of unhealthy indoor
environments, property owners, housing providers, and policymakers face mounting
pressure to respond.
This session will explore how indoor air quality can be better integrated into housing policy,
asset management, retrofit, and decarbonisation strategies. It will consider the financial,
legal, and operational implications of poor IAQ, alongside opportunities to establish
measurable performance indicators, improve accountability, and deliver healthier, more
sustainable buildings.

14:50 – 14:55 BREAK

14:55 – 15:25 Speed Networking (30Mins)

15:30 – 17:00 Theme 2: Round Tables (1hr 30mins) (rotating every ~30mins)

A. Financial & Legal Impacts
What are the financial, legal, and operational consequences of poor indoor air quality
for property owners, landlords, housing providers, and residents? How can IAQ risks
be better understood, managed, and incorporated into asset management,
investment decisions, and organisational responsibilities?

B. Residential IAQ Performance
How can indoor air quality be meaningfully assessed, monitored, and incorporated
into wider building performance evaluation? Could measurable IAQ indicators
complement existing energy and housing assessment frameworks, and what
evidence, standards, and practical approaches would be needed to support their
adoption?

C. Public Health & Net Zero
How can improved indoor air quality contribute to better health outcomes alongside
energy efficiency, carbon reduction, and climate resilience? How can these
interconnected priorities be embedded within local and regional housing, retrofit, and
decarbonisation strategies, while avoiding unintended consequences?

Theme 3 | ACT-Now: IAQ Research, Innovation & Demonstration

09:00-09:10 Welcome & Recap Day 1 (10 mins)

09:10 – 10:25 Theme 3: Panel (1hr 15mins)

IAQ From Research to Reality – Testing What Works + Q&A
Across the UK and Europe, research, innovation, and emerging technologies are creating
new opportunities to understand and improve indoor air quality. However, translating this
knowledge into practical, measurable improvements within existing buildings remains a
significant challenge.
This session will explore existing initiatives, research programmes, and real-world
applications, considering how universities, local authorities, housing providers, estate
owners, and industry can better collaborate, share evidence, and identify opportunities for
pilot projects and demonstrators.
It will also consider how the effectiveness of interventions can be monitored and evaluated to
inform wider adoption.

10:25 – 10:30 BREAK

10:30 – 11:00 Speed Networking (30mins)

11:00 – 11:05 BREAK

11:05 – 13:00 Theme 3: Round Tables (1hr 55mins) (rotating every ~35mins)

A. Universities & Research
What relevant IAQ research and initiatives are already underway? How can
researchers and practitioners collaborate to address evidence gaps, evaluate
interventions, and translate findings into practical applications?

B. Public Sector & Housing Programmes
What opportunities exist to integrate IAQ assessment, monitoring, and improvement
into existing housing, retrofit, and regeneration programmes? Could these provide
opportunities for collaborative demonstrators?

C. Private Sector, Technology & Innovation
How can industry, technology developers, and building professionals support
practical IAQ improvements through monitoring, post-occupancy evaluation, AI, and
digital technologies? What evidence is needed to demonstrate their effectiveness?

13:00 – 13:35 LUNCH (35mins)

Theme 4 | ACT-Now: IAQ Education

13:35 – 14:25 Theme 4: Panel (50mins)

IAQ Education for All – Making IAQ Everyone’s Business + Q&A
Improving indoor air quality requires more than technical knowledge, regulations, and
standards. Residents, landlords, building professionals, educators, health professionals, and
organisational leaders all have an important role in creating healthier indoor environments.
This session will explore how education, awareness, and professional development can
translate knowledge into practical action, empowering residents, improving skills across the
built environment, and supporting organisations to embed indoor air quality within their
decision-making, responsibilities, and everyday practices.

14:25 – 14:30 BREAK (5mins)

14:30 – 15:00 Speed Networking (30mins)

15:05 – 16:30 Theme 4: Round Tables (1hr 25Mins)

A. Residents & Behaviour Change
How can residents better understand the health implications of poor indoor air
quality, recognise potential problems, and access appropriate advice and support?
How can education and engagement empower residents while recognising the
responsibilities of landlords, housing providers, and other stakeholders?

B. Vocational Skills, Professional Education & CPD
How can indoor air quality be better embedded within vocational training,
apprenticeships, professional development, and accreditation? What knowledge and
practical competencies are needed by tradespeople, designers, housing
professionals, facilities managers, and others responsible for delivering and
maintaining healthy buildings?

C. Leadership, Governance & Organisational Change
How can boards, landlords, and senior decision makers develop the understanding,
leadership, and organisational capability needed to prioritise indoor air quality? How
can evidence, data, and emerging technologies support better decisions,
accountability, procurement, and investment?
